- Drove 6-month strategic planning process to unlock new markets for network middleware company. Led 9-member business planning team, built business cases for entry into multiple enterprise markets, and performed all primary and secondary market research.
- Co-wrote prospectus and managed IPO for software company.
- Wrote business plan and negotiated and closed $5 million multi-stage venture financing and strategic partnership with purchase commitments of $32 million annually.
- Negotiated and closed US $4.5 million private treasury and secondary financing with 6 sellers and 12 buyers.
- Negotiated and closed acquisition of business unit from research arm of provincial telco.
- Negotiated and closed acquisitions of 2 Internet Service Providers.
- Wrote business plan and arranged $100,000 research funding and $700,000 seed financing.

Canada Line Rapid Transit Project (CLCO)

Finance Director.
- CLCO is the public-sector special purpose agency responsible for procuring a private partner to design, build, finance and operate a rail rapid transit line connecting Vancouver, Richmond, and the Airport, and to manage the obligations of the public sector in the construction of the Canada Line.
- Officer and senior member of management team which closed $1.9 Billion Concession Agreement and $1.3 Billion financing involving 5 government agencies.
- As Procurement Manager, managed RFP process and communication with bidders.
Developed detailed system for predicting cashflow requirements and verifying project affordability.
- Developed risk management plan and quantified risk registry from scratch to calculate public sector contingency.
- Wrote multi-volume project report justifying federal funding of $450 million. Developed reporting and payment procedures enabling pre-payment of federal contributions.
- Established multi-lateral Steering Committee overseeing federal contribution.
- Prepared files and processes for Sarbanes-Oxley style federal compliance audit.
